What material is recommended to adhere these tiles to a concrete pool with an epoxy paint finish?

Remove the epoxy coating first—adhesive won’t bond to it. Then use a polymer-modified thinset mortar rated for glass tile and pool use, such as Laticrete Glass Tile Adhesive or Mapei Adesilex P10 with Keraply additive, for a durable underwater bond.
